                                           THE PRESENTERS

Craig Buehler
Craig Buehler who manages the Private Sector Outreach Program for the Northern California Regional Intelligence Center (NCRIC) holds over 30 years of law enforcement experience. Prior to joining the NCRIC, Craig worked for the California Department of Justice (DOJ) for approximately 23-years. During his time with the Cal DOJ he rose through ranks, beginning as a Special Agent and ultimately closing out his career by spending the last 5-years as the Chief of Investigations and Intelligence. During his time with Cal DOJ Craig had the opportunity to work and manage a wide variety of statewide programs related to narcotic enforcement, general investigations, criminal intelligence and antiterrorism. Craig was also a Police Officer for the City of San Pablo, CA, where he served as both a Patrolman and Special Investigations Detective. Craig is currently a sitting member of the Global Intelligence Working Group (GIWG), and is a past member of the Criminal Intelligence Coordinating Counsel (CICC), the International Association of Chiefs of Police (IACP), the California Peace Officers Association (CPOA), the Association of State Criminal Investigative Agencies (ASCIA), Fusion Center Management Group (FCMG), IACP Organized Crime Committee, Law Enforcement Intelligence Unit (LEIU) Executive Board, CalGang Executive Board, Los Angeles County Regional Criminal Information Clearinghouse Executive Board, Los Angeles HIDTA Executive Board and Intelligence Subcommittee, and is a lifetime member of the California Narcotic Officers Association (CNOA).  

Rafael Brinner
Rafael Brinner serves as the Department of Homeland Security’s intelligence officer at the Northern California Regional Intelligence Center in San Francisco, supporting information sharing among federal, state, and local agencies in the fifteen counties stretching from Monterey to the Oregon border.   Before joining DHS, Rafael served as senior terrorism analyst for the U.S. Coast Guard’s Pacific Area command, at the European Command’s Joint Analysis Center in the UK, and at the U.S. Navy’s London headquarters.  Following the 9/11 attacks, Rafael has focused on developing methodologies for triaging terrorism-related information, especially the rising tide of suspicious activity reporting, or SAR.  Since 2005, he has advised federal, state and local agencies on best practices for analyzing SAR and has presented his work to law enforcement and intelligence community audiences at national and international conferences.  His pioneering efforts in this area won him a Distinguished Analysis Award in 2008 from the Deputy Director of National Intelligence for Analysis.  A Bay Area native and graduate of the University of California at Berkeley, he holds master’s degrees from Northwestern University and the Monterey Institute of International Studies.

John Chesson
John Chesson, Special Agent, FBI is a 1986 graduate of the Virginia Military Institute, in Lexington, Virginia with a B.S. in Mechanical Engineering. He joined the FBI in 1990 and was assigned to the Philadelphia Division of the FBI, where he spent the majority of his 21-year career involved with infrastructure protection and computer intrusion investigation assignments.

In 1998, he was named the Philadelphia FBI InfraGard Coordinator. In 2006, he served as Supervisory Special Agent at FBIHQ, Washington, D.C. assigned to the cyber division. During his tour at FBIHQ, he earned his M.S. in Information System Security from Colorado Tech University. In 2007, he returned to the Philadelphia Division and was assigned to investigate computer intrusions. During this time he initiated a special project known as the Computer Intrusion Threat Assessment System (CITAS). In March 2011, he reported to FBI San Francisco Division and was assigned to a Counterintelligence Computer Intrusion Squad in San Jose and was named the San Francisco Bay Area FBI InfraGard Coordinator.

Bill Nelson
William E. Nelson retired in 1996 from the Lawrence Livermore National Laboratory, where he had been Emergency Preparedness and Response Division Leader in the Nonproliferation, Arms Control and International Security Directorate.  In this assignment, he spent 16 years directing research, development, training and operational readiness programs in support of the Department of Energy in worldwide response to nuclear emergencies.  He was also responsible for LLNL organizational preparedness for natural or man-made disasters on the Livermore site.

Mr. Nelson joined the Livermore Laboratory in 1960 and spent the next 20 years working in nuclear weapon development, ultimately rising to the position of Weapons Engineering Division Leader and Assistant Associate Director for Weaponization. He also served as Deputy Division Leader in the Materials Engineering Division and Division Leader in the Research Engineering Division, all in the LLNL Mechanical Engineering Department.

 He was a Korean War-era Navy carrier pilot who also served in the Naval Air Reserve.  He was awarded the Navy Commendation Medal in 1971 for outstanding performance as Commanding Officer of Naval Reserve Attack Squadron 303.  He retired as Captain, USNR, in 1977 with nearly 27 years of active and reserve service.

In 1982, Mr. Nelson was awarded the American Society of Mechanical Engineers’ Centennial Medal for contributions to the engineering profession.

Mr. Nelson served in 1991 as a UN-designated technical specialist on the first and sixth IAEA nuclear inspection teams that entered Iraq after the Persian Gulf War.  IAEA Team 6 was detained for four days in a Baghdad parking lot after confiscating thousands of documents relating to the Iraq nuclear weapon program.  Bill was awarded the DOE Exceptional Public Service Award and a State Department Certificate of Appreciation for these activities.

 He participated for over 20 years as an official representative in various US government-sponsored bilateral nuclear terrorism exchanges, notably with the Untied Kingdom, France, Sweden, South Korea and Russia.  In 1996, he was awarded the Department of Energy Division of Military Applications “Award of Excellence” for activities as LLNL Emergency Response Leader.

 Since retirement, Mr. Nelson has participated as a Consultant for Science Applications International Corporation, the Lawrence Livermore National Laboratory, and the Defense Science Board of the Department of Defense. 

Mr. Nelson is a graduate of the University of California at Berkeley, with Bachelor’s and Master’s Degrees in Mechanical Engineering.  He is a Registered Professional Mechanical and Nuclear Engineer in California, and a Commercial Pilot.  He is a Life Member of the American Society of Mechanical Engineers, the Tailhook Association and the Association of Naval Aviation, and has been listed in Who’s Who in Engineering. 

He and his wife, Mary have three grown children and reside in Alamo, California.  He is a past member of the Board and President of the Alamo Improvement Association,  Chairman of a Police Service Area Citizen’s Advisory Committee, and a current member of the Contra Costa County Sheriff’s Posse.

Frank Quiambao
Frank is currently the Special Advisor to the Secretary of the California Emergency Management Agency (Cal EMA) formally the Governor’s Office of Homeland Security.  For the past 6 years, he has served as Cal EMA’s point of contact in Southern California.  His primary responsibilities involve homeland security and critical infrastructure protection. He also serves as the Agency’s statewide liaison with education, faith based institutions.

Before coming to Cal EMA, Frank spent 32 years in higher education. He has held numerous faculty and administrative positions and has served as president of two colleges.

During his tenure in higher education Frank worked extensively with education and training programs for law enforcement, fire technology and emergency medical services. He was appointed to chair the California Community Colleges homeland security task force and chaired the curriculum committee for the International Leadership Program in Counter-Terrorism at USC.

Richard A. Stribling
Richard Stribling currently serves as the Protective Security Advisor (PSA) with the U. S Department of Homeland Security and is assigned to the San Francisco, California District.  In this capacity Mr. Stribling supports homeland security efforts, serving in an advisory capacity to the State Homeland Security Advisor, Federal, State and Local law enforcement and emergency services agencies, as well as the private sector owners, operators and security professionals of critical infrastructure facilities.  Prior to becoming a PSA, Mr. Stribling served for nearly 23 years as a Special Agent with the U.S. Secret Service (USSS).  He began his career as a Special Agent in the San Francisco Field Office and later had assignments at the Western Protective Division, the Presidential Protective Division and the Technical Security Division prior to returning to the San Francisco Field Office where he was promoted to a supervisory position. 

Jose Segovia
Jose D. Segovia retired from the FBI in 2010. Prior to his retirement, he supervised the Joint Terrorism Task Force at the San Francisco Division of the FBI, with responsibilities for all terrorism investigations within the Alameda and Contra Costa counties.  Since his retirement, he has held the position of Business Continuity Manager for Bank of West, which is headquartered in San Francisco.
